I have a 13 gallon flexable fresh water plastic tank which I don't think has been used in a quite a while. You suggest using bleach to clean the tank but the Ben manual says only use vinegar. I have a well at home and have done this type of bleach flush but will the bleach harm the plastic tank

Just don't do it any more often than is absolutely necessary...don't exceed the recommended dosage...don't leave it in more than 24 hours...and above all--don't add bleach to each fill--only when the system needs cleaning. Vinegar, unfortunately, doesn't kill molds, fungi and bacteria--which is what you're trying to remove...not only from the tank, but the plumbing.
