ColdMachine does not run

ColdMachine does not run. 13vdc at circuit breaker and thermofuse seems ok. Relay is not accessable. Also, water pump for condenser cooling does not run. Unit is about 12 years old and used only occasionally. Bypassed thermoswitch to no affect. What could problem be and where are service parts?
