Transom ladder pivot.

Is there supposed to be some sort of bushing or sleeve where the swim ladder attaches to the support bar? Tightening the bolts that attach the ladder to the bar will keep the ladder from pivoting up and down,,leaving them loose will vibrate the ladder loose too often. What method of attachment was originally used on the 299 ?

The pivot on my 37 are two bolts acting as an axle I generally tighten them up until ther is a little friction. Use a self locking SS nut works great.
